Surface Pro 6 "COULDN'T FIND BOOTABLE OPERATING SYSTEM"

I have a Surface Pro 6 - tried to use a hard drive from a Synology a friend didn't want - in the process of doing that, the Surface hung, so I did a hard shutdown. Since that point, I haven't been able to get back into Windows. That was three weeks ago and I've done several things to fix it with no luck. Is there anything I can try short of starting over with Windows? I have a recovery disk - so can get to CMD prompt - the most recent thing I've done is restore deleted EFI system partition - hoping to basically start from scratch with the boot items. Following those instructions got me a "Couldn't find a bootable operating system. Check the boot configuration to try to fix this." I hate to give up and just reset it - but I've run out of ideas. Can anyone here help? Let me know if you need more info. THANKS!
